On September 18, the ministère de la Sécurité publique launched Operation OSCAR (systematized operation targeting at-risk behaviours) to intervene in over 1,000 licensed establishments across the province and ensure compliance with sanitary measures.
SPVM police officers conducted 346 visits in 328 different licensed establishments to promote awareness of the new sanitary measures under the Public Health Act.
The majority of owners displayed openness to the police visits and cooperated to ensure compliance with sanitary rules in their establishment. Nevertheless, statements of offence (37 in total for the SPVM) were handed out to 21 non-compliant licensed establishments.
In one case, police officers were refused access to the establishment. Statements of offence were drawn up and an investigation was launched for assault, intimidation and obstructing police work. A hearing before the Régie des alcools, des courses et des jeux has been prepared.
